I know that the bmps should be saved as RLE encoded 8 bit bitmaps, but that program can do that?

Mspaint works great if you edit the existing BMPs and just press "Save", or select "256 Color" when you do "Save As".

id you use photoshop, when you're done drawing your sprite/terrain layer, go to image > mode and change RGB to indexed colours, then load the CC palette and then press okay and save 8) if it's terrain, load the terrain colour palette.

you can extract the palettes from the default CC sprites/terrain bitmaps.
