Great place to start, I'd then look to get another squad and an Ethereal, after that a squad of battle suits or a devil fish.

Seriously though, a space marine commander wielding a power weapon can't damage it, it can stare people to death, it can shoot lightning out of its hands and moves 24' per turn. I would like to say Commander Ryu (R.I.P) managed to hold the line for at least 3 turns, allowing for my hammerheads to finish off a monolith so when the commander did eventually fall, that OP abomination of nature was downed in a couple of turns. The only weapons Hammerheads can carry are Rail-Guns, Rail-Guns are Strength 10, AP 1.
Anyway, point is Tau are awesome, Necrons are OP and Kettenkrads just sad because his Orks got chewed up faster than your brand new leather shoes next to a puppy.

My Orks weren't in that game. It was you versus Cheerful Empire. You had your marine army, Cheerful his Necrons. It wasn't pretty.

Necrons really aren't that OP when you put things into perspective. Just about anything they throw at you can be covered with a 3+ save, their troops are piss poor squishy, hence the "will be back" rule, and they quite lack in heavy support.
Squad of troops coming? Send a demolisher shell at them and be done with it. Even if half of them come back you more than get a bang for your buck.
And the painting? Well, that, like most things, depends on how you tackle it. You can head for the easy path that consists on boltgun metal with a slap of badab black, or you can try and be original. Here's a prime example.
About the tau. Well, like I've said before I really wouldn't suggest investing on them just yet. Unless you're interested in the buck a pound that's going on ebay.

The entirety of the Necron army is the heavy support, everything down to the lowly scarb can take on 14 value armor. ANYway, enough about those skeletal bottom feeders.
Pick the races you're thinking of collecting, then narrow it down either, A: Flipping a coin\Rolling a dice, B: Choosing who you'd think would win over the other\s in a fight in game, or C: (this is what I do) Choose the one who you thinks looks the best, because if you're going to sit down and paint 24 Homogaunts, spending upwards of an hour on each model, you had better like the look of them, otherwise they're going to get really boring really quickly.
Then buy their basic infantry squad and see how you feel about painting them.

I've read plenty of things on the internet, most of them are supositions though, and it doesn't sound like they are getting weaker or something.

Undercover kommandos sure know how to blend in.
Took me ages to do, but pretty proud of how it turned out. Ork skin is actually quite easy to highlight once you practice a bit.

Pretty neat, I'd say. His helmet's mohawk is a bit off-center, though.
