They could institute a specific 'co-op' difficulty so enemies are super tough so as to balance.

Co-op kind of takes away from the whole "YOU ARE THE SUPER UNIQUE ONE-OF-A-KIND DESTINED HERO" concept, too. You could make Player 2 an unimportant grunt, but what fun is that?

I'm agreed here, they haven't done a side history for 2nd players, so you'll be just one playable companion...
let me be stubborn here, why didn't they improved the horses? NOT EVEN ARMORS FOR THEM! =(

To be fair i think they may have gone a tad lazy on some part for the PC version and pretty much gone " oh there's a massive modding scene, we let them see the bugs, Release the tools and they fix it for us."

I was disappointed by the lack of horseback combat. I hate having to dismount anytime a squirrel leaps in front of my mount.

Well, I can just plow freely through most obstacles with Shadowmere of course, but it's still annoying.

The more complicated a game is, the more complicated it is to add additional features.
Diablo is a 2D game (it has 3D graphics but it is 2 dimensional), so horseback combat is vastly easier to implement.
There are additional layers of complexity on top of that.

Your point is pretty much completely invalid.
It is nothing to do with laziness.

Also how much would horseback combat add really?
It'd be nice for immersion's sake but it honestly wouldn't be as exciting as I think you think it would be.
The only people it'd be worth fighting on horseback would be other riders, unless you were using arrows or magic (and then you'd have a far less accurate aim)

I understand your point now. It's more complicated in a 3D game. But Skyrim devs still slacked a little.

It's a flaw that I can't kill children, can't use spears, and can't fight on horseback.

Those are not in any way flaws.
You cannot kill children because if you did then many countries would ban the release of the game outright and you can't ride horses and fight at the same time because it's a pointless feature not worthy of dev time.
This is nothing to do with laziness.

Game production schedules are extremely tight, I know this because I am halfway towards a degree in the subject you are talking about with no knowledge at all. Pointless features like Horse Combat are luxuries and not including them is in no way a slight on the publisher.

I understand the controversy about the kids thing. But I think it wouldn't be an issue unless the devs stated they added children killing. I think it's a flaw that if a kid is a witness of something, I still have a massive bounty.

Yeah horseback fighting has been a bit of a luxury. I'll just wait for mods.

Right.

It is indeed a bit of an oversight that they can report crimes and I wouldn't have put that in myself, but implying that if the devs had made child killing possible but not told anyone nobody would notice is frankly ludicrous.
