This is my first attempt at map making, so bear with me.
Using MSPaint, I created a scene using all the appropriate base material RGB values. I copied the ini files off another mod that also adds only one map, altering the appropriate fields to fit my mods needs. In theory I shouldn't be having any issue in loading the materials or anything for the map; however when running the map in the scene editor, all the textures show up as 'DEFAULT' written on a red backdrop. The paths and references in the text files all seem to be properly entered, so I've become convinced that it might be the BMP itself.

Not paletted, check out this tutorial and use the terrain/linked in parenthesis palette.
