I finished my mod, a collection of plasma based weapons, most of which are effective against weak spots of enemies where it is not armored (lower part of head of Coalition soldiers), but not so effective against armor (robots, dropships, rockets).
All the weapons are balanced cost and power wise.

Plasma Carbine (PC-02)Simply fires medium damage, magnetically stabilized plasma at a moderate velocity, with a medium rate of fire.
Middle class weapon, balanced.
Good against:
Unarmored enemies like skeletons, and to an extent, dummies.
OK against:
Partly armored enemies like Coalition soldiers.
Robots to an extent.
Bad against:
Dropships, rockets etc.
Tips:
Aim for the head, unarmored part if possible, to get massive damage boosts. (Shooting of helmet off the Coalition troops can make life easy)

Plasma Pistol (PP-01)Compact, light, packs a reasonable punch, has a low ROF. CAN BE DUAL WIELDED. (See OHPP-01 in shields)
Secondary weapon.
Good against:
Lightly armored enemies.
OK against:
Medium to heavily armored enemies.
Bad against:
Extremely heavy enemies and dropships or rockets.
Can be somewhat more effective if dual wielded.

Extended Range Plasma Rifle (ERPR-02)Sniper rifle. Fires highly compressed plasma at high velocities, via rail gun technology.
Good against:
Most things, excluding Dummy Dropships and rockets.
OK against:
Robots. (Sometimes takes more than one hit to the head)
Bad against:
Dummy Dropships. (Depends on skill at aiming the thing, see below)
Rockets.
How to take down dropships:
Normal dropship:
1.Aim for either engine.
2.Fire.
3.Run, cartwheeling dropship on the loose!
Dummy dropship:
Since the dummy dropship's engines are less exposed, aim at this angle, shown in green on the diagram below:
Tip:
Aim for heads, most of the time they explode, sometimes the Coalition's helmet saves his life. Fire twice to solve this problem.

Plasma Burst (PB-01)
Medium ranged, shoots much like a shotgun, extremely effective at close range (even against dropships).
Good against:
Almost everything you can get close enough to.
Tip:
Good in tunnels, or for tunnel sentries.

Plasma SMG (PSMG-03)
Medium power, for rate of fire.
Good against:
Coalition soldiers, skellies, dummies, robots etc.
OK against:
Dropships and rockets.

Laser Assisted Plasma Beam (LaPB-07)Experimental weapon, uses a low powered laser to provide a passage for plasma to travel along.
Costs a bit more than most weapons, but can cut down lightly armored enemies very quickly in its short bursts of power.
Good against:
Any normal sized actor that you can keep your beam on.
OK against:
Dropships. Yes, it can take down dropships quite easily.
Bad against:
Huge actors (mechs and the like) (UPDATE, this can change, have taken down a mech before)
Tips:
For taking out heavy Darklones, aim for the chest, it will remove their arms eventually.
PWNS skeletons and Coalition clones.
