Does CC allow foreground objects? Background objects currently display, but don't impede actors as they can walk in front of them. Is there a similar way to fashion foreground objects? Basically I'm trying to make a forest-like map, and trying to have some trees not impede actor's movement, but at the same time appear in front of actors rather than behind them, so it looks like the actor is behind some of the trees.
Is this currently possible? If not, will it ever be?

There is a way actually, but I forgot how. It might of been an exploit that was fixed later, I just can't remember.

I was thinking that a foreground could make the game alot more atmospheric. It could work in bunkers too, some wires and crap hanging down.

I believe this is a worthy necro.
Foreground objects are indeed possible, using a method first discovered by Lord Tim in 2008. I've simply adapted it to be used on any .bmp. Here is a GIF illustrating the possibilites:
