Enemies won't spawn during skirmishes

 Enemies won't spawn during skirmishes Hi-I've been having a problem during skirmishes. For me, enemies will usually either fail to arrive, or only a few will arrive after a long time, or occasionally they will arrive for a while, then stop. This really makes the game not much fun. I've tried re-installing it, but it was useless. Thank you for your time,
