I was snooping around in Base.rte and found the unused folder of the scene scripts and was wondering how to get them to work or if they even work at all.

You'll have to do some recoding to get those working, as they were originally designed in B23. Most of them are just repeats, actually - Coalition Crackdown, Ronin Rumble and Dummies Strike Back are all modified Skirmish Defense, and Boomfest and One-Man Army Hard were just different versions of One-Man Army. King of the Hill was only ever designed to work with Ketanot Hills, and even so, it's by no means finished. The other two are a test script and an outdated version of Zombie Cave.

Yeah, I wrote 'em, so I can guarantee you that what's enabled by default is much more polished.

It most likely will be at some point. Better AI will certainly help.

I managed to get KotH working back in B23 and it was real fun to play, it'd be cool if it was included in later builds.
